A Modest Proposal: Spontaneous Or Serious Idea

When I first read this essay I thought that this must have been a spontaneous idea, but after rereading this essay I wonder if he was really serious. Which ever may be, this man is pretty sick or very desperate to even think of such an idea.
At first I could only think that this man must have just thought of this idea spontaneously, but had no intention of trying to have it introduced to society. Could this man really support such a proposal? To eat one-year-old babies because they are a burden to society is highly disturbing to say the least.
However, when I read the essay again, I saw that this man had thought deeply about the subject. The poor beggars on the street was a real issue ...

a person even consider eating another human being, unless in situations of great extremes?
For example, the people that had the plane crash in the 1980's. They crashed in Alaska, stranded with little food and water. As the wounded died they had no choice but to eat their fellow man or die of starvation. In the situation of this essay, A Modest Proposal, this was not the case. There must have been other options. Why did they not consider selling their children to barren couples, couples who would cherish the thought of having a baby. Some families would even return to get more babies until their families were complete.
Considering all that this man wrote, the great detail he went to on this matter, I can only conclude that he must have been serious about the solution of which he thought. He thought he was doing his country a service by finding what he thought was the answer. However, by instituting such a proposal would have condemned his country. I can hope, to comfort ...
