were two reports drawn up by a group of people who had their own ideas on how public education in the United States could be The made better. I do not believe that either of these reports represents a paradigm shift, or a dramatic change in the way something is done. But every year many minority students are given the chance to attend school through scholarships and grants. They already have many opportunities.
