Nowadays the majority of services and goods in the UK cities are provided by local governments, which are the only political bodies, besides Parliament, that are elected by local residents and play an important role in preserving local democracy. Today, local governments provide services such as schools, police, fire, recycling, refuse collection, leisure centres, parks, etc. In fact, in order to provide a range of services and goods to the public local government should have an appropriate amount of resources. In 1993 Community charge was replaced by Council tax In England, Wales and Scotland. It has been the only locally levied tax on households in England and the charges are decided by local authorities. The council tax is hybrid tax paid by local residents for both property and the services provided by local government, such as policing and rubbish collection and it contributes approximately 25% to local revenue (Lyon, 2007a). There are eight valuation bands that determine how much household should pay. Each dwelling is assigned to one of eight bands from A to H. Moreover, the bands are based on their value on 1 April 1991, not their current value. The table below illustrates the different bands.
