Hitler had practically no interest in domestic affairs, and left the detailed administration to his subordinates. By deliberately creating offices and organizations with overlapping authority, he prevented any one area of Germany from ever becoming strong enough to challenge his authority. This delegation of domestic affairs left Hitler free to pursue his greatest interest, foreign policy. He saw Italy and Britain as potential allies in his quest, but since he viewed France as an enemy, he decided that it must be subdued before expansion eastward could be possible.
Also before this expansion was possible, it would be necessary to remove the restrictions placed on Germany at the end of World War I by the Treaty of Versailles. He withdrew from the Disarmament Conference and from the League of Nations (October 1933), and he signed a nonaggression treaty with Poland (January 1934). In March of 1935 Hitler introduced conscription, which caused protest from Britain, France, and Italy. He forged an alliance with Italy as a result of the sanctions imposed by Britain and France against Italy during the Ethiopian war, and later, in 1936, came the Anti-Comintern Pact with Japan.
