states and many people believe that capital punishment is brutal but others think that it will prevent crime. The rate of crime was reduced when capital punishment was approved. The debate over capital punishment has been raised and discussed for years throughout history. Many years ago people were killed for convictions of armed robbery, kidnapping, rape, and treason. There were calls for reform and in 1786 Pennsylvania was the first state to abolish the death penalty for robbery and burglary. After the law was changed, they executed people only for first-degree murder. In the 18th century, many countries such as Venezuela, San Marino, and Costa Rica started to eliminate capital punishment. The United States and China are two countries that utilize the death penalty more frequently than other countries. Texas uses the death penalty more frequently than all the other states put together.
