James E. Anderson, in the book The Study of Public Policy attempts to contextualize what public policy is in the chapter” What is Public Policy?, James E. Anderson draws six definitions in which he briefly define the characteristics of public policy.

1. Policy is purposive or goal oriented action rather than a random behavior or chance occurrences. They are designed to accomplish specified goals or produce definite results, although they are not always achieved.

group’ means the group at which the policy is intended at. If a policy is intended at a target group, it is necessary to have a goal to reach as well. When there is goal, it is easy to lay down the necessary criterion and action through which we can achieve the goal.

E.g.: Samurdhi policy

The target group ? People whose income is below 3000 per month.

The goal ? is the reduction of poverty.

When there is a specific goal, we can define the tasks that should be obtained in order to reduce poverty. A goal lays down general directives by which we can address the problem.

A goal defines the scope of policy. A goal helps us to identify;

? The complexity of the policy
? The decision environment
? The range of choices
? Decision criterion.

Two important elements in policy are;

1. Goal
2. Instrument
