Eisenhower came into power at a time when American people were exasperated with Soviet relations and his fresh ideas seemed like a welcome change. Eisenhower should be praised for his initial ideas and policies. However, his one character flaw was that he could not back these policies up. And under the guidance of John Foster Dulles his original plans became altered to completely opposite ideals and under the pressure of foreign relations he became helpless.

Truman was known for being soft on communism, however, he always stuck to his policies. When General MacArthur wanted to attack China, Truman refused to let him do so and, even after being accused of practicing appeasement, he stood his ground and fired MacArthur. Eisenhower, on the other hand, was not capable of standing his ground with his original policies, especially when he worked with Dulles. The “New Look” policy emphasized nuclear weaponry and air power to ensure “massive retaliation”. He was ready to drop the atom bomb at the first sign of communist trouble.
