The Bill of Rights was ratified December 15, 1791. I choose to talk about the third amendment which was passed on September 25, 1789. It states “No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.” The reason it was passed was because the colonists were forced to have British soldiers sleep in their homes and eat their meals. This amendment was mainly made so that the government could not force you to allow soldiers into your home.

National Guard members had been brought in to act as prison guards during the strike. Some of them were housed in the homes of the missing officials. The officials sued claiming that the Third Amendment protected them from having military personnel living in their homes. The state's position was that the officials did not own the homes and were therefore not the private property of these officials, and that the Third Amendment could not, therefore, be applied to them.
The Third Amendment traces its roots to English law. In 1689, the English Bill of Rights prohibited the maintenance of a standing army in time of peace without the consent of Parliament. Less than a century later Parliament passed the Quartering Acts of 1765 and 1774, which authorized British troops to take shelter in colonial homes by military order.
