The reforms of Alexander II were in many ways very successful, the majority improved the economy, educational standards and living standards for many Russian citizens across the empire. The main reforms that Alexander II enforced were on the local government's, the judiciary system, censorship, education and on the Russian military. All of the tsar Alexanders II reforms were beneficial and detrimental to the Russian society in different ways, many loosened the Tsars grip on power making the Russian empire into an increasingly western style of nation.

The Zemstva was given the power to import export public services (roads, schools, public health, prisons), develop industrial projects and administer relief to the poor sect of society in times of hardship. These reforms were extended to towns in 1870, when elected town councils called Dumas were set up.
