In June of 1990, Russell and Laura Jones of St. Paul, Minnesota found a cross burning in their yard. Two adolescents were charged; one plead guilty, the other was found guilty of a St. Paul 'hate speech' ordinance which specifically makes bias-motivated cross burning a crime.
