This study considers the problem of high school dropout rates in the District of Columbia and assesses reasons for high drop out rates in this area, with a specific focus on the students of Ballou High School. This study relates a number of problems that are currently prevalent in the educational system in the District of Columbia and provides an analytical assessment of the impact of emerging educational reforms as they have been imposed by educational authorities in recent years.
