Business Effect of Russia's Lack of Infrastructure

The argument being that the Enlightenment was a time when people were discussing abstract ideas, and attempting to reach consensus in the process. However in Europe this was mainly discussion between intellectuals, and since at the time of Catherine's reign only two percent of her subjects were literate, it would lead to a narrow ray of enlightenment on the formal sense.
