Business Effect of Russia's Lack of Infrastructure

A 5 page paper examining the lack of information management infrastructure as a factor contributing to the vastly uneven growth of the economy before its financial collapse in 1998. Many individual businesses were well equipped with the technological standards of business today, but they were concentrated in only a few major industries. All other segments of the economy did not fully share that good fortune—not only was infrastructure lacking in many areas but where it did exist there often were no qualified technical personnel to manage them. (6pp) It has been argued that Catherine was an
educated ruler, not necessarily an enlightened one.
The argument being that the Enlightenment was a
time when people were discussing abstract ideas,
and attempting to reach consensus in the process.
However in Europe this was mainly discussion
between intellectuals, and since at the time of
Catherine's reign only two percent of her subjects
were literate, it would lead to a narrow ray of
enlightenment on the formal sense. With the data
out of the way, I believe that Catherine made every
effort, and did make, or cause change, considering
the social environment that was her arena.
