the radical Republicans thought he would support their Reconstruction plan, but Johnson was merely at odds with the aristocratic planters, not slavery. He set forth his own Reconstruction program and while his program seemed less lenient toward ex-Confederates than Lincoln's, Johnson appeared to be more lenient than Lincoln in practice. (440) However, when some governments did not grant blacks political rights, Johnson did not press for change and he buckled under pressure from southerners unwilling to change. In addition, he vetoed a civil rights bill that would have abolished black codes.
The Radical Republicans had a different plan in mind. They challenged Lincoln's control over the Reconstruction while it was developing because they though he was much to lenient with the Confederates.
