Mission statements can communicate organizational values in ways that engage employee's commitment and encourage them to identify with the organization. In the words of Eccles and Nohria (1992), a well defined mission statement can "mobilize action by using language creatively to appeal to the self and collective identities of individuals." An explicit statement of mission makes it possible for employees to make the connection between their values and the collective values of the agency.
